Job Description: Railway Traffic Manager
Role Purpose
The Traffic Manager is responsible for the strategic planning, coordination, and oversight of all activities affecting rail movements within the project limits. This role ensures that construction schedules are synchronized with real-time rail operations, minimizing disruptions while maintaining absolute adherence to railway safety protocols.
Key Responsibilities
Assistance in reviewing the Contractor's work schedules in terms of coordinating the works while ensuring rail traffic.
Maintaining cooperation with the Traffic Department of the Contracting Entity, with specialists at the regional level, as well as with rail transport operators, as appropriate, in order to establish by mutual agreement a synchronization of the works with the rail traffic situation in the area (relevant traffic restrictions/interruptions), as well as to establish the relevant procedures.
Ensuring that appropriate traffic safety measures are taken to arrange the phasing.
Assessment of any damage caused by the Contractor to railway operations.
1. Planning & Schedule Coordination
• Work Schedule Review: Analyze the Contractor’s proposed work schedules to ensure they are realistic in the context of active rail traffic.
• Possession Management: Evaluate requests for "possessions" (temporary track closures) and ensure they are optimized to allow maximum construction output with minimum impact on passenger and freight services.
• Conflict Resolution: Identify and resolve scheduling conflicts where construction activities overlap with critical train paths.
2. Stakeholder Synchronization & Liaison
• Entity Cooperation: Act as the primary point of contact for the Contracting Entity’s Traffic Department and regional specialists.
• Operator Relations: Coordinate with various Rail Transport Operators (RTOs) to communicate upcoming restrictions, speed limits, or temporary service changes.
• Procedure Development: Collaborate with regional authorities to establish and document specific operational procedures for the construction phase.
3. Safety
• Safety Measures: Verify that the Contractor implements necessary safety measures (e.g., temporary signaling, lookout protection, or physical barriers) for each construction phase.
• Phasing Strategy: Review the physical phasing of the works to ensure that the transition between construction stages does not create "blind spots" or hazards for train drivers or site staff.
4. Impact Assessment & Reporting
• Damage Evaluation: Assess and quantify any operational damage, delays, or financial losses caused by the Contractor’s failure to adhere to the agreed traffic plan.
• Performance Monitoring: Track and report on "Delay Minutes" attributable to the project and propose corrective actions.
