Summary
The incumbent serves as the Rural and Targeted Programs Division Chief within the Office of Transit Programs, under the direction of the Director of the Office of Transit Programs, the Deputy Associate Administrator and the Associate Administrator for Program Management. This office is responsible for the development and management of the Federal Transit Administration (FTA) capital and operating technical assistance programs for rural areas and targeted populations.

As a Supervisory Transportation Program Manager, you will:

  • Develop and direct the administration of FTA’s major formula and discretionary grant programs including programs for: rural areas, tribes, the enhanced mobility of seniors and individuals with disabilities, and other programs that may arise.
  • Recommend statutory, regulatory, procedural, and administrative changes that would affect the grant programs.
  • Develop program information and respond to inquiries from Congress, the Government Accountability Office, and other stakeholders on grant program implementation.
  • Direct the management of FTA’s major technical assistance programs, such as the Rural Transit Assistance Program, to assist communities and transit agencies with program requirements and improvements to transportation services.

The ideal candidate is an experienced public transportation professional with significant knowledge of Federal Transit Administration rural and targeted grant programs. The candidate will have excellent communication skills and the ability to lead a team to accomplish assigned tasks.   • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year upervisory probationary period (unless already completed).
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.
To qualify for the Grade 15, you must have at least one year of experience equal or equivalent to the GS-14, it must include:

  • Experience applying 49 U.S.C. Chapter 53 and related statutes, regulations, orders, circulars, notices, policies, procedures, past practices, and other Federal laws and regulations to grant development and implementation of formula and discretionary grant programs for rural areas and targeted populations.
  • Experience in directing staff in the provision of technical assistance in meeting local, state or federal requirements.
  • Experience coordinating funding from multiple sources to fund the implementation of human services.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Grants Management - Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
  • Education and Training - Knowledge of teaching, training, research, making presentations, lecturing, testing, and other instructional methods.
  • Managing Human Resources - Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
