IC ICTAŞ İNŞAAT SANAYİ VE TİCARET A.Ş. ISTANBUL SUCURSALA BUCURESTI is hiring Technical Office Manager for the Craiova – Drobeta Turnu Severin- Caransebeş Railway Rehabilitation Lot 4 located between Drobeta – Turnu Severin – Băile Herculane.

Project Overview

The Craiova – Drobeta Turnu Severin - Caransebeş Railway Rehabilitation Project (Lot 4) forms part of the modernization of the Orient/East-Med Corridor, one of the key railway corridors within the Trans-European Transport Network (TEN-T). The project covers the section between Drobeta Turnu Severin and Băile Herculane (km 362+632 – km 404+250) and aims to upgrade the existing railway infrastructure to meet modern European standards in terms of safety, capacity, and operational efficiency.


Major Responsibilities

  • Leading the Technical Office team
  • Managing preparation and updating project budget, cost forecasts, cash flow projections
  • Managing preparation and review of interim payment applications, subcontractor payment evaluations, and cost breakdown structures
  • Managing the project’s planning, progress monitoring, and reporting systems
  • Managing preparation, updating, and monitoring the baseline program, detailed schedules, look-ahead programs, recovery programs, and milestone tracking
  • Coordinating progress measurement and productivity monitoring
  • Monitoring actual progress against the approved baseline program and identifying delays, risks, bottlenecks, and mitigation measures
  • Managing the preparation of weekly and monthly progress reports
  • Supporting the preparation of variations, extension of time submissions, and claims by maintaining proper records, tracking delay events, and compiling supporting documentation


Education and Experience Requirement

  • Requires a bachelor’s degree in civil engineering
  • 15 years of experience in construction, preferably large-scale public infrastructure project
  • 5 years of experience as Technical Office Manager, Project Controls Manager, or similar role
  • Experience with FIDIC contracts is preferred


Knowledge and Skill

  • Proficiency in MS Office and Primavera P6
  • Strong reporting, documentation, and stakeholder communication skills
  • Excellent written and verbal English communication skills
  • Strong knowledge of project planning, scheduling, progress control, cost control, budget monitoring
