Regulatory Compliance Coordinator

The Regulatory Compliance Coordinator is responsible for coordinating all regulatory compliance activities related to the Project in Romania throughout all execution phases, including engineering, procurement, construction, installation, commissioning, and start-up.

The role supports the implementation and monitoring of regulatory compliance processes to ensure that all project activities are executed in accordance with applicable legal, regulatory, and permitting requirements.

Key Responsibilities

• Support the Regulatory Compliance Manager in identifying, monitoring, and implementing all applicable regulatory and permitting requirements related to project execution phases.
• Implement and maintain the Regulatory Compliance Management System for fabrication, installation, and start-up activities in Romania.
• Coordinate the collection, review, and analysis of all permits, licenses, and authorizations required for project execution and ensure their adequacy before integration into the Regulatory Compliance Database and Permit Register.
• Coordinate with Regulatory Packages teams to anticipate permitting needs and support timely preparation of required documentation.
• Prepare official correspondence with authorities and organize meetings, workshops, and discussions related to permitting and regulatory compliance activities.
• Ensure all permitting and authorization processes are integrated into the overall Project Integrated Schedule.
• Coordinate the submission and follow-up of permits and authorizations with Romanian regulatory authorities.
• Establish operational compliance practices during project execution, including regulatory compliance plans and regulatory risk management processes.
• Support the definition and implementation of regulatory requirements applicable to the operational phase of the project.
• Monitor all regulatory requirements applicable to the project.
• Ensure that all permits, licenses, approvals, and authorizations are prepared, submitted, and obtained in a timely manner in accordance with applicable legislation and the Permit Register.
• Supervise the preparation and compilation of regulatory dossiers and supporting documentation.
• Ensure permitting activities are aligned with the integrated project schedule and do not impact project milestones.
• Ensure all permit and authorization processes are properly reflected within the overall project schedule.
• Promote awareness and implementation of permitting and authorization requirements across the project team.
• Verify that all compliance requirements are fulfilled prior to installation and before commencement of commissioning activities.
• Ensure compliance obligations during construction and installation activities are continuously met.
• Work in close coordination with HSE, Construction/Fabrication, QA/QC, and Commissioning teams.

• Maintain strict confidentiality regarding all project-related data, documentation, and information.
• Demonstrate exemplary behavior regarding HSE requirements, company ethics, and the Project Code of Conduct.
• Perform all activities with a strong commitment to HSE risk management, protection of human health, environmental preservation, and respect for local communities.
• Promote safety and environmental awareness through proactive engagement with the Project Team, Company representatives, Contractors, Vendors, and external stakeholders.
• Ensure all activities are performed in accordance with the Project Quality Policy and Management System.
• Participate in meetings with company representatives, authorities, and stakeholders as required.

Qualifications & Experience

• Bachelor’s degree in Oil & Gas Engineering, Compliance, Audit, or related discipline.
• Minimum 10 years of experience in a compliance or regulatory role within major industrial or energy projects.
• Strong knowledge of industry regulations, permitting processes, and regulatory compliance requirements.
• Proven experience in project execution and multidisciplinary project organization.
• Strong communication and interpersonal skills.
• Fluent in English, both written and spoken.
