About the Opportunity

We are retained by a privately owned construction group with over 25 years of presence in the Romanian market, active in complex infrastructure projects and specialised technical works, operating in North-West Romania with a consolidated turnover exceeding EUR 20 million.The group is seeking an Executive Director to take full operational and strategic leadership of the business, reporting directly to the shareholding structure. The employer's identity will be disclosed to shortlisted candidates.

Role Mission

The Executive Director leads the group by coordinating operational activity towards the achievement of strategic objectives, with a focus on sustainable growth, on-time and on-budget project delivery, operational efficiency, and consolidation of the group's market position.

Key Responsibilities

1. Leadership & Strategy

• Defines and implements, together with the shareholders, the medium and long-term development strategy of the group
• Identifies expansion opportunities — new projects, partnerships, public and private tenders
• Monitors overall company performance and ensures the achievement of business objectives

2. Operational Coordination

• Coordinates operational activity, ensuring alignment between commercial and project execution
• Oversees adherence to deadlines, budgets, and quality standards across active sites
• Supervises resource allocation — equipment, teams, materials — in line with operational priorities
• Identifies and manages operational risks with an impact on contract delivery

3. Commercial Portfolio & Tenders

• Coordinates the identification, evaluation and submission of offers for public contracts
• Maintains and develops relationships with public clients and strategic partners
• Supervises the structuring of consortia and technical documentation for complex tenders
• Monitors market developments in public procurement within the construction sector

4. Organisational Efficiency & Structure

• Implements operational management processes and standards aligned with the group's growth stage
• Proposes and drives internal efficiency improvements — reporting, planning, management control
• Contributes to the development of the leadership team and a performance culture
• Reports regularly to shareholders on the group's operational, commercial and financial status

Candidate Profile

• University degree in engineering, construction, or a related technical or management field
• Minimum 10 years of experience in construction or infrastructure, of which at least 5 years in a senior leadership role
• Proven track record in senior management positions (COO, Operations Director, Division Director or equivalent)
• Experience managing contracts with public sector clients and public procurement processes
• Familiarity with public procurement legislation and related procedures
• In-depth understanding of execution and delivery processes in complex construction projects
• Ability to evaluate and decide based on technical and contractual documentation
• Proven ability to lead multidisciplinary teams and manage complex organisational structures
• Results-oriented mindset, execution discipline, and ability to prioritise in a dynamic environment
• Strong negotiation and stakeholder management skills
• Integrity, decisiveness, and the ability to build trust within the organisation
