Role Description The Human Resources Manager is a full-time, on-site role based in Mangalia. This position oversees the full HR cycle, including workforce planning, recruitment, onboarding, performance management, training and development, and employee relations for workshop and project teams. The role involves developing and implementing HR policies and procedures, supporting compliance with labor laws and health and safety regulations, and aligning HR practices with UNION SERV’s certified management systems. The Human Resources Manager will collaborate closely with project managers, operational leaders, and senior management to ensure staffing levels, skills, and employee engagement meet business and project requirements. The role also includes maintaining accurate HR records, managing HR metrics, and contributing to continuous improvement of HR processes.
Qualifications

• Strong skills in recruitment, selection, and onboarding processes, preferably within industrial, manufacturing, or engineering environments.
• Experience in performance management, training and development, and employee engagement initiatives.
• Knowledge of labor legislation, HR compliance, and health and safety requirements relevant to workshop and on-site operations.
• Proficiency in HR administration, including HRIS tools, documentation, reporting, and handling confidential information.
• Excellent communication, interpersonal, and conflict-resolution skills, with the ability to work effectively with diverse teams and management levels.
• Demonstrated organizational, planning, and problem-solving abilities, with attention to detail and time management skills.
• Bachelor’s degree in Human Resources, Business Administration, Psychology, or a related field; HR certifications are an advantage.
• Experience in marine industry, heavy industry, or project-based environments, and familiarity with ISO-certified management systems is beneficial.
• Ability to work on-site in Mangalia and collaborate closely with workshop and project teams.
