I: Job Responsibilities:
1. Be responsible for the execution of non-production material procurement demands, including equipment, tools, inspection tools, spare parts, logistics, labor protection and office supplies, auxiliary materials, packaging materials, and IT, infrastructure, administrative, and testing services.
2. Be responsible for the development and evaluation of suppliers, establish supplier management files, including qualification review, credit, quality, and technical aspects.
3. Select high-quality suppliers through market research, supplier sourcing, cost calculation, and price negotiation to ensure reasonable prices and controlled costs.
4. Organize procurement bidding, contract review and signing, establish contract ledgers, and ensure the implementation of contracts.
5. Cooperate with demand departments to supervise the delivery progress, product quality, and quantity of suppliers, and promptly communicate, coordinate, and handle any abnormal situations.
6. Regularly understand and grasp the market conditions of purchased materials, and pay attention to the collection, organization, and update of relevant information and procurement ledgers.
7. Supply chain risk management: Identify and manage supply chain risks (such as supplier disruptions, price fluctuations) and compliance risks during the procurement process, and formulate emergency plans (alternative suppliers, contract terms constraints, etc.).
8. Promote the standardization of non-production procurement processes to improve procurement efficiency and transparency.
9. Complete other tasks assigned by superiors.
II. Job Requirements:
1. Education: College degree or above.
2. Languages: English, Romanian
3. Work Experience: 4-8 years of experience as a non-production purchasing engineer in automotive parts, with rich local supplier resources.
4. Familiar with the purchasing process, new supplier development, proficient in cost analysis, and possess negotiation skills regarding prices and contract terms.
5. Strong ability in work planning, problem analysis, communication and coordination, and problem-solving.
6. Other Requirements: Ability to handle pressure, self-motivation, and cross-departmental communication and coordination skills.
7. Proficient in using information-based purchasing systems and Office software.
