PROGRAMME MANAGER – 3-Year Project | Bucharest | Immediate Start

Part-time/Full Time

We are looking for a Programme Manager to lead a 3-year initiative aimed at expanding access to finance, strengthening entrepreneurial capacity, and supporting sustainable economic development for Small Agricultural Producers.

The Programme Manager plays a central role in ensuring effective, timely, and compliant delivery of all programme activities, coordinating beneficiary-focused delivery teams and programme-wide support functions. You will oversee day-to-day operations, supervise staff, manage planning and budgeting, coordinate MEL activities, and ensure full compliance with donor requirements.

The role offers the chance to work with a multinational, multidisciplinary team and contribute to meaningful impact.

Required Qualifications and Experience

Bachelor’s degree required; Master’s in development studies, economics, agriculture, social sciences, or a related field preferred.

7–10 years of experience in programme or project management, preferably with EU-funded or donor-funded initiatives.

Proven experience managing cross-organisational teams and multi-stakeholder partnerships.

Experience in rural development, agricultural support, microfinance, or community-based entrepreneurship is an asset.

Knowledge of MEL systems, results-based management, and financial compliance, budgeting, and grant management.

Fluency in the local language; strong English proficiency preferred.
