Public Procurement Tender Specialist - Construction Impex Aurora, a construction company, is seeking a professional with relevant experience to prepare documentation for public procurement tenders in the construction sector.Purpose of the RoleThe main responsibility of the successful candidate will be to independently prepare, review, and submit, within the required deadlines, the complete administrative, qualification, and technical documentation for Romanian public procurement procedures in the construction sector.The financial proposal and priced bill of quantities will be prepared by the company’s estimating department. The Public Procurement Tender Specialist will be responsible for preparing all other parts of the tender and ensuring the consistency, completeness, and compliance of the entire submission.Key ResponsibilitiesConduct a comprehensive review and analysis of Romanian public procurement tender documentation in the construction sector, identifying and monitoring participation requirements, qualification criteria, administrative and technical requirements, required tasks, and submission deadlines.Complete and prepare the ESPD/DUAE, declarations, forms, powers of attorney, and other administrative documents.Prepare the technical proposal and related documentation, including construction methodology, work organisation, implementation schedules, quality assurance, environmental protection, occupational health and safety, and risk management documentation, based on professional information obtained from the company’s relevant departments.Prepare and coordinate the collection of project references, professional CVs, diplomas, qualifications, professional authorisations, and availability declarations.Prepare and coordinate documentation relating to consortium partners, subcontractors, and third parties providing supporting capacity.Verify consistency between the administrative, technical, and financial components of the tender.Cooperate with the estimating department to ensure the proper integration of the financial proposal into the tender submission.Monitor clarifications and amendments issued by the contracting authority and prepare and submit clarification requests, responses, supplementary documents, and additional information where required.Prepare and, where applicable, carry out the electronic signing of documents and their upload to the SICAP/SEAP electronic public procurement system.Coordinate the entire tender submission process and ensure strict compliance with deadlines.Organise and archive submitted tenders, document versions, and related correspondence.Continuously update public procurement document templates and reference databases.RequirementsRelevant practical experience in preparing Romanian public procurement tenders and tender documentation in the construction sector, as well as a solid working knowledge of the related procedures and requirements.Confident use of the SICAP/SEAP electronic public procurement system.Good knowledge of the ESPD/DUAE, qualification documentation, public procurement declarations, and standard forms.Practical experience in preparing technical proposals, construction methodologies, and related professional documentation.Ability to independently interpret public procurement and tender documentation.Strong command of the Romanian language, both written and spoken, together with excellent drafting and document-editing skills.Precise, well-organised, independent, and responsible approach to work.Ability to manage strict deadlines and several public procurement procedures simultaneously.Strong problem-solving, analytical, and coordination skills.Confident use of Microsoft Word, Excel, and PDF document management tools.Ability to work effectively with technical and estimating departments.Advantageous Qualifications and ExperienceDegree or professional qualification in engineering, civil engineering, economics, law, public procurement, or a related field.Experience in preparing complex technical proposals and construction methodologies.Experience in preparing public procurement tender documentation involving consortium partners and subcontractors.Confident use of artificial intelligence tools.What We OfferStable, long-term employment.An independent and responsible professional role.The opportunity to contribute to public procurement tenders for significant construction projects.Collaboration with experienced technical, construction, and estimating professionals.Competitive remuneration based on professional experience and expertise.Professional development opportunities.A supportive and collaborative working environment.Place of work: Miercurea Ciuc, RomaniaEmployment type: Full-timeHow to apply: Please send your professional CV to [email protected].
