For the Cluj Metro Project, one of Romania’s largest infrastructure developments, we are looking for a Billing Engineer/Quantity Surveyor to join our Technical Department.

Main Responsibilities:

• Prepare and review subcontractor interim payment certificates based on measured quantities and contract conditions.
• Verify subcontractor progress claims, supporting measurements, and site records.
• Coordinate with site engineers to confirm executed quantities.
• Monitor subcontractor billing progress against contract quantities and budgets.
• Maintain proper documentation and records for all subcontractor payment applications.
• Identify and track variations, additional works and quantity changes affecting subcontractor payments.
• Support the preparation of client progress payment applications when required.
• Coordinate with Finance Department for payment approvals and billing schedule.
• Prepare periodic reports related to billing status, payment progress and outstanding claims

Requirements:

• Degree in Civil Engineer
• Minimum 5 years of relevant professional experience
• Strong knowledge of subcontractor payment processes and interim payment certifications
• Knowledge of Excel and AutoCAD
• Ability to coordinate with site engineers and Finance Department
• Good command of English
