ABOUT THE ROLE: 

Right now we are searching for a suitable candidate for a Site Manager (Vifor I Wind Project) for our site in Buzau, Romania. This role will act as Rezolv’s local representative at Vifor Wind facility.  

Technical O&M will be performed by the turbine OEM and a dedicated substation O&M operator. The Site Manager will provide on-the-ground oversight, serve as the first responder in incidents, and act as the operational link between the site, contractors, and Rezolv’s Operations team. The role ensures smooth communication, compliance with Rezolv and lender standards, and effective coordination with the existing Community Liaison Officer (CLO), who remains responsible for direct community and stakeholder engagement. 

A critical responsibility of this role is to provide daily availability figures to a third-party trader, supporting accurate daily nominations to the Transmission System Operator (TSO)

Responsibilities:

1. Site Management & Technical Oversight 

• Act as Rezolv’s on-site presence and first responder for incidents, safety events, or emergencies, escalating promptly to Operations Manager/Director. 
• Monitor day-to-day activities of Vestas (OEM) and the substation O&M operator, ensuring compliance with HSE and ESG (ESAP/ESMP) requirements. 
• Coordinate activities across O&M providers, advisers, and other stakeholders ensuring effective resolution of technical and operational issues. 
• Conduct regular site walks and inspections, reporting issues such as safety hazards, environmental risks, or contractor non-performance. 
• Verify contractor reports, downtime logs, and corrective actions; support validation of performance against contractual SLAs. 
• Gather and validate asset performance data (SCADA/Bazefield logs, grid availability, curtailments) to support monthly reporting. 
• Liaise with OEM to provide daily availability figures to trader for TSO nominations, ensuring accuracy and timeliness. 
• Assist with site inductions, toolbox talks, and HSE awareness training for contractors. 
• Coordinate minor civil O&M contract maintenance tasks (waste, fencing, signage, vegetation) if required. 

2. Community & Stakeholder Liaison (via CLO) 

• Liaise closely with the existing CLO to ensure alignment between site operations and community engagement activities. 
• Provide operational input to the CLO on matters affecting landowners, neighbours, or municipal authorities. 
• Support the CLO in identifying and reporting potential operational issues that may impact stakeholders. 
• Ensure timely communication between the CLO, Operations team, and ESG specialists regarding grievances, land rights, or stakeholder concerns. 
• Participate in joint site meetings with the CLO, ESG Manager, and Social Manager when operational context is required. 

3. Compliance & Reporting 

• Draft, validate, and submit structured operational reports covering incidents, contractor performance, availability figures, and CLO-related stakeholder updates. 
• Maintain site-level records for HSE, ESG, and operational compliance, feeding into the central Compliance Register. 
• Assist in preparing regular reports on incidents, contractor performance, and CLO-related stakeholder updates. 
• Support regulatory inspections, audits, and visits from lenders, authorities, or shareholders. 
• Participate in monthly reviews and quarterly reporting cycles. 

Qualifications & Experience:

Essential: 

• Background in wind power, electrical networks (LV/MV), or utilities. 
• Experience in site management, utilities, or construction supervision. 
• Ability to liaise effectively with community representatives and stakeholders through the CLO. 
• Fluent Romanian; good English (written and spoken). 

Desirable: 

• Previous experience with international renewable developers, utilities, or O&M operators. 
• Knowledge of HSE legislation, grid codes, or regulatory frameworks in Romania. 
• Familiarity with ESG processes and grievance mechanisms.

• Strong communicator, capable of building trust with contractors and coordinating effectively with the CLO. 
• Proactive problem-solver, able to anticipate and resolve local operational issues. 
• Safety-conscious with a “zero harm” mindset. 
• Well-organised, able to prepare structured reports and track compliance requirements. 
• Comfortable working independently but aligned with cross-border Operations and ESG teams.
